Japan Denies It Is Considering 'Helicopter Money'

TOKYO—Japan's Chief cabinet Secretary Yoshihide Suga on Wednesday denied a local media report that the government is considering the possibility of implementing so-called "helicopter money" in which a central bank directly finances government spending.

"There is no truth that the government is considering such a policy," Mr. Suga said at a press conference.

"The government, as directed by the prime minister, is planning to introduce a comprehensive and bold economic stimulus to secure the exit from deflation and to maximize the effects of zero-rate conditions," he said.

Mr. Suga added that it is up to the Bank of Japan to decide what kind of monetary policy measures are most appropriate based on economic and market conditions.

The Japanese business daily the Sankei Shimbun reported Wednesday that advisers to Prime Minister Shinzo Abe are pushing for the idea of helicopter money.

Etsuro Honda, an economic adviser to Mr. Abe, has suggested that the prime minister use helicopter money, the report said.

Special adviser Koichi Hamada told people involved it would be all right to consider the use of helicopter money on a one-off basis, the Sankei also reported.

On Tuesday, former Federal Reserve Chairman Ben Bernanke told Mr. Abe in a face-to-face meeting that the BOJ still has a range of monetary easing measures at its disposal, according to Mr. Suga.

Mr. Bernanke recommended the BOJ coordinate its policy with fiscal measures aimed at shoring up Japan's economic output to end over a decade of deflation, Mr. Suga said.
